Don't show the hub tab if not registered
Description
Acceptance Criteria
If the site / organization has not yet registered for the hub the hub tab should not be displayed in the authoring tool.
Background
We will announce the hub to those that have volunteered to share content first. When there is some content in the hub we will make it available to everyone.
