If a Panopto user does not have access to a video make sure the error message is displayed

Acceptance Criteria

1. Make sure that the "...Video player loading" message is removed if the user does not have access to the Panopto video (in Interactive Video, perhaps also in video)

2. Make sure that the video are is resized so that any error messages from Panopto is displayed if the user does not have access to the video

3. Update https://h5p.org/node/1084829
