Documentation tool ratings bug

Description

In goals page when you rate something "Achieved completely" in exported document it say: "Did not achieve".
Same when you rate something with "Did not achieve" in exported doc it say: "Achieved completely". Check attachment

Documentation tool ratings should be the same on goal assessment page and in exported document

Good, I changed the issue description and acceptance criteria so it now covers the doc. export bug

should be possible to fix by changing the order of this.assessmentCategories in the constructor of goals-assessment-page.js in H5P.GoalsAssessmentPage

Nevermind, this actually also appears on the "Export page", so it should be fixed when the other changes to Documentation Tool is made.
