CP-editor: Toolbar missing in Drupal Thunder distribution

Description

The toolbar is missing in CP editor in a Drupal 8.8.5 Thunder 4.5 distribution, fresh install. I have also tested it with Drupal 8.7.2 Thunder 2.42, same issue. There is nothing in the logs.

Environment

Drupal 8.8.5 Thunder 4.5 on a dedicated Apache server, php 7.3.17, database 5.5.5.-10.3.22-MariaDB

Another user is reporting this issue in Moodle https://h5p.org/node/885264/. I’ve also verified that this issue exist in Wordpress.

It looks like there is no max length limit in the css -code on the “h5p-dragnbar-keywords” field. Since there is no max limit, the long word in the Swedish translation someone made for “slides” kicks the toolbar underneath the slide wrapper. This occurs in boxed Drupal themes like the Thunder admin theme in the Thunder distribution since it creates a smaller container.

The solution should be to limit the max width in the “dragnbar-left” in the H5P library css. Since translators can do the most interesting things, and are usually not coders.
