Question Set: Mark the words always marked as completed

Steps to reproduce:

Make a question set with a mark the words interaction (Or use this weird one from (you have been warned): )

Actual result:

The interaction bubble for mark the words is always filled in. This happens regardeless of whether there is a correct answer possible or not, unlike other known bugs.

Expected result:

The interaction bubble should not be filled in if the user has not interacted with it.
